Should I start my goal of being in project management with ITIL v3 first?

I am into networking CCNA Voice, CCNP certified, works on VOIP (Unified communication).

Having 3 years of experience as a Network Engineer, but now would want to switch to Management and get to PMP.

Please let me know, if I should start with ITIL® v3 to move ahead or not? Also the difference & validity of ITIL® v3 or 2011 foundation?

Let me begin with the basics. The ITIL® Certification is about IT Service Management while the PMP is about Project Management. There is little in common between the two Certifications. 
 
It really depends on which direction you would like to head to. If you want to switch to project management, it is more important if you can get a job about project management first (no matter if it is just a project coordinator or expeditor) as the PMP Certification requires aspirants to have a minimum number of working experience hours. And if your are based in the Europe, you would probably consider PRINCE2® first.
 
The ITIL® Certification is centered around carrying out service management for IT services within the practising organization. It would do you good if your organization practise ITIL®. Otherwise, you would not be able to accumulate enough experience to proceed through the intermediate or advanced ITIL® Certifications.
 
For the last question, ITIL® 4 Foundation is the current edition of ITIL®, meaning the revised version of ITIL® v3 from 2011. The previous ITIL® versions are ITIL®, ITIL® v2, ITIL® v3.
